One of the greatest strengths of United Way’s fund distribution system is our citizen review process. Each year, United Way of the Capital Region relies on almost 200 concerned citizens to help us make decisions about what community programs should receive the money we raise. Between the months of November and March, these citizens spend a half day in training; a day touring local agencies; and, a day meeting with agency executives to review program budgets and evaluate program effectiveness. Here are just a few examples of what these citizens look at: Operating Efficiency: A thorough review of the program’s budget, including income and expenses, administration and fundraising costs. Real Results: A program must demonstrate how it is helping solve a community problem or issue. This does not mean just supplying the number of clients served. It means showing how the program is changing lives in the Capital Region. Demonstrated Need: The program must show it is filling a need in our community. This includes defining the specific issue being addressed, the population being served and the impact on our community if the services were not available. On-Site Tours: Community volunteers and leaders visit the program on-site to talk with local residents using the services. The process takes about 2-1/2 days (1/2 day for training, and one day each for agency tours and presentations) and is conducted between the months of December and March.
